Report pollution incidents at the Moree Waste Management Facility

NOTIFICATION OF RELEVANT AUTHORITIES

Resident Notification  

Procedure for communicating with the community in a pollution incident at the Moree Waste Management Facility. In the unlikely event of an incident at the Moree Waste Management Facility, Moree Plains Shire Council will endeavour to provide early warning and important advice to directly affected premises of what the imminent incident is how those affected can prepare and respond.

Moree Plains Shire Council will inform residents through a variety of communication methods. These include but are not exhaustive to;

• Moree Plains Shire Council website and Facebook pages
• Media releases (radio, television, newspapers as required) - NOW FM 98.3, NOW FM Mungindi 107.1
• Warning signs
• Letter drops site visits/door knocking telephone calls
• Other methods as the situation require.

Moree Waste Management Facility (PIRMP) 

The purpose of Pollution Incident Response Management Plans (PIRMP) is to assist Moree Plains Shire Council in making quality decisions during times of crisis. This plan contains guidance in determining the appropriate actions to take to prevent injury and damage to the environment and property due to a pollution incident. Incidents such as fire, vehicle crashes, chemical spills, explosions or gas leakages are controlled by Combat Agencies such as the NSW Fire Brigade and Police.

The responsible Combat Agency may request Council to provide assistance in the emergency. Other relevant authorities specified in the Act may also need to be notified (such as other Council staff, NSW Ministry of Health, SafeWork NSW, Fire and Rescue NSW).

Moree Waste Management Facility – Evergreen Road (off the Newell Highway)

Moree Plains Shire Council must comply with the public information requirements of the Protection of the Environment Legislation Amendment Act 2011 (POELA Act) to prepare and implement a pollution incident response management plan for its environment protection licence 12788.

The purpose of Pollution Incident Response Management Plans (PIRMP) is to assist Moree Plains Shire Council in making quality decisions during times of crisis. This plan contains guidance in determining the appropriate actions to take to prevent injury and damage to the environment and property due to a pollution incident. Yarraman Waste Facility PIRMP (non - operational)

Yarraman waste facility – Canarvon Highway, Moree (non-operational)

The Yarraman waste facility is not open to the public however Moree Plains Shire Council must comply with the public information requirements of the Protection of the Environment Legislation Amendment Act 2011 (POELA Act) to prepare and implement a pollution incident response management plan for its environment protection licence 5903.

EPA Licence Monitoring and Data

The Environment Protection Authority (EPA) issues environment protection licences to the owners or operators of various industrial premises under the Protection of the Environment Operations Act 1997 (POEO Act). Licence conditions relate to pollution prevention and monitoring, and cleaner production through recycling and reuse and the implementation of best practices.
