Registering as a speaker
In accordance with the newly adopted Code of Meeting Practice, April 2025.
4.3 To speak at a public forum, a person must first make an application to the council in the approved form. Applications to speak at the public forum must be received by 5pm on the Tuesday immediately before the date on which the public forum is to be held, and must identify the item of business on the agenda of the council meeting the person wishes to speak on, and whether they wish to speak ‘for’ or ‘against’ the item.
The following is the approved form:

3. With Customer Service, Level 2 Max Centre
The following details MUST be provided:
a) Name of person wanting to speak
b) Business or Private Address
c) Contact Phone Number
d) What report are they wanting to talk to on the Agenda of the Ordinary Council Meeting?
For an Open Public Forum, the speaker can speak to any subject which is not on the agenda.
e) ‘For’ or ‘Against’ Report and/or Subject
Business Papers
The Business Paper is the agenda and reports prepared by Council staff that give consideration to items being deliberated by Councillors at the meeting.
The Business Papers for each Council meeting and Council Committee meeting are published in the table below (under Agenda) at least three business days before the meeting. The outcome of the meeting is reported in the draft meeting minutes, which are usually adopted at the following Council or Committee meeting.
Council makes audio recordings of its Council and Committee meetings available on-demand below. Confidential sessions of Council or Committee meetings will not be recorded.
All recordings of Council or Committee meetings are subject to copyright under the Copyright Act 1968 and cannot be reused, reproduced, edited and/or shared in any way (including on social media) in any way without Council’s prior written consent. Council accepts no liability for any damage that may result from defamatory comments made by any person during the course of a meeting or for the release of any personal information about another individual without their consent during such a meeting.
Once Councillors have approved the Minutes of a Council meeting or Council Committee Meeting, they become the Adopted Minutes. The Adopted Minutes for this year can be found below.

Meeting Dates and Times
Council meetings are generally held on the third Thursday of each month in the Council Chambers, Level 1, The Max Centre, 30 Heber Street, Moree. Council's Ordinary Council Meetings commencing at 2pm.
Extraordinary meetings are called when needed.

Before each Council meeting, a Business Paper is prepared that details the items that are to be presented to a Council meeting for consideration. A Councillor’s responsibility is to make decisions on these items as well as on all areas of policy and budget priorities, including the level and extent of services and works to be provided during the year.
Decisions are determined using the majority voting system in which each Councillor has one vote. If there are an equal number of votes, the Mayor has the casting vote.
Unless otherwise indicated all meetings are held in the Council Chambers, Level 1, The Max Centre, 30 Heber Street, Moree.
