  • Nominate Now - 2023 Senior Citizen of the Year Award

    Nominations for the 2023 Senior Citizen of the Year Award are now open.

    As part of NSW Senior Week, the award recognises community members aged 60 and older who have made a special contribution(s) to our community.

    Moree Plains Shire Council’s Community Development/Liaison Officer Jacqui Moore said the award is a great way to say thank you and to show a senior how much they are appreciated.

    “Many of our older residents go above and beyond for others, enhancing our amazing communities through their tireless efforts. They may have volunteered their time for charity, made a difference in someone’s life or have been passionate about a cause that has made an impactful change.

    If you know someone exceptional like this, please nominate them, so we can collectively celebrate their efforts,” said Ms. Moore.

    Nominations close at 5 pm on Monday 20 March 2023 with the winner announced at the Seniors Week Luncheon, 29 March 2023.

    What to Do and Acceptable Items

    After registering and on the weekend before collection starts, separate and stack items into four piles (large items; general household waste; green waste and metals, whitegoods and e-waste) on the kerb. Only three cubic metres of waste per household is permitted. No items should be put out or added to the existing piles after Sunday night before collection.

    The following is an example of how to sort waste items:

    Large Items:
    ✅ Mattresses, lounges and sofas
    ✅ Tables, chairs, desks, wardrobes and bookshelves
    ✅ Rugs and carpets (no longer than 1.8 m)
    ✅ Furniture (remove glass and mirrors)

    General Household Waste:
    ✅ Toys
    ✅ Clothing and shoes
    ✅ Manchester (towels and bedding)
    ✅ Car seats, playpens and walkers
    ✅ Discs (videos, DVDs, CDs and games)
    ✅ Timber, fencing and wooden pallets
    ✅ Plastic flowerpots

    Green Waste:
    ✅ Garden pruning's less than 1.8 m minimum length and no thicker than 250 mm in diameter. Must be bundled and tied
    ✅ Loose vegetation packed into cardboard boxes (no plastic bags)

    Metals, Whitegoods and E-Waste:
    ✅ Mobile devices, laptops, computers, monitors, printers and facsimile machines
    ✅ Televisions, players (VCRs, DVDs, CDs) radios and stereos
    ✅ Washing machines, air conditioners, humidifiers, toasters and blenders
    ✅ Fencing and wire (rolled and bundled)

    Items Not Suitable for Collection
    ❌ Containers with liquids
    ❌ Toxic or hazardous waste
    ❌ Demolition waste
    ❌ Vehicle parts
    ❌ Rock or soil
    ❌ Glass or mirrors
    ❌ Fluorescent light
    ❌ Gas bottles or canisters
    ❌ Tree stumps of thick branches (over 250 mm diameter)
    ❌ Lithium-ion battery–based products

    As part of NAIDOC Celebrations this year, the Dhiiyaan Aboriginal Centre (DAC) will be planning an Elders Ball, celebrating the 70th Anniversary (1953) of the first Moree Aboriginal Debutante Ball. The theme for NAIDOC week 2023 is ‘For Our Elders’. Elders have and continue to play a vital role and hold a prominent place in our communities and families of First Nations Peoples.

  • Engaging with our Aboriginal Community Members - Council Committed to Reconciliation

    Moree Plains Shire Council is committed to taking meaningful action to advance reconciliation. To support this undertaking, as outlined in Council’s Community Strategic Plan 2032 and Operational Plan 2022-2023 a Reconciliation Action Plan (RAP) is being developed.

    Based on the core pillars of relationships, respect and opportunities, RAPs provide tangible and substantive benefits for Aboriginal and Torres Strait Islander peoples, increasing economic equity and supporting First Nations' self-determination.

    Mayor, Mark Johnson advised, “that the development of a RAP is about improving and strengthening relationships between Aboriginal and Torres Strait Islander peoples and other Australians and encouraging all in our Shire to be involved in reconciliation strategies that will inspire our community".

    Corporate Culcha Pty Ltd, have been engaged to assist in the delivery of Moree Plains Shire Council’s Reconciliation Action Plan Community Consultations.  Corporate Culcha is an Indigenous owned and operated consultancy which focuses on working with clients to enhance organisation cultures to be more inclusive of and accessible to Indigenous people.

    Jodi SampsonPrincipal Facilitator and Development Lead, Mr. Jodi Sampson said that the “Corporate Culcha team can enable Moree Plains Shire Council to gain a deeper understanding of their ‘spheres of influence’, and at the same time, facilitate the voice of the Community to establish the best approach for Moree Plains Shire Council to advance reconciliation for our Moree Plains Shire communities”.  

    Jodi is well respected former Moree resident with strong cultural connections throughout Moree Plains Shire and beyond.

    Corporate Culcha will undertake an extensive engagement with Moree Plains Communities during February 2023 to engage and understand which appropriate Reconciliation Action Plan and framework is recommended.

    A free BBQ and information session will be held, and all Aboriginal Community members are encouraged to come along to the following locations.

  • Delivering For The Mungindi Community

     Opening of Mungindi River ParkThe Mungindi River Park was officially opened by Queensland Minister for Regional Development and Manufacturing and Minister for Water, Glenn Butcher on 1 February 2023, joined by Adam Marshall MP, Cr Lisa Orchin and General Manager Nick Tobin and Mayor for the Balonne Shire Council, Samantha O’Toole, in the formalities of opening the Park.

    The joint funding totalling $748,000 has delivered significant upgrades to the Mungindi River Park on the Barwon River, including new accessible amenities, parking, playground facilities, barbecue area and shelters, disability access and footpaths, landscaping, solar lighting, bollards and kerbing.

    Mayor, Mark Johnson commented, “It has been a privilege to be able to work with and support the delivery of this project with Balonne Shire, who have worked hard in delivering this for the Mungindi community and providing a space for everyone to enjoy”.

    The next step in improving the amenities in this area involves the $300,000 construction of a new boat ramp at the site, to further improve local tourism opportunities by providing boat access to the Barwon River.

    The new boat ramp will improve safety and reduce environmental damage to the riverbank with Moree Shire Plains Council securing the funding from the New South Wales Government and the Balonne Shire Council set to construct and install the 20-metre boat ramp at the park, providing a site to launch small vessels.

    This project was proudly joint-funded by the Australian Government under the Murray-Darling Basin Economic Development Program, the New South Wales Government, the Queensland Government and the Balonne Shire Council and Moree Plains Shire Council.

    MAAC Patrons visiting the MAAC will notice a disruption to the ambience at the pools as works take place on the Active and Wellness Pool(s) between the hours of 7am to 5pm, for approximately 3 weeks (weather permitting).

  • Clean Up Australia Day

    Join the Moree Chapter of OzFish Unlimited and Moree Plains Shire Council this Sunday 6 March at 12:30 pm for Clean Up Australia Day. This year’s event is helping to restore local waterways and riverbanks to their former glory and is focussing on Moree’s Mehi River corridor.

    Volunteers will meet in the Tourism Moree car park (Alice Street, Moree) where they’ll register. Volunteers will be given their Clean Up Kits and safety equipment for the Mehi River cleaning trail.

    This event is open to all community members and is suitable for all ages. However, parental supervision is required for children under 16 years of age.

    Registration is essential so volunteers can be provided with the correct Clean Up Australia Day Clean Up Kits. Don’t forget to wear appropriate clothing, hats and footwear and don’t forget sunscreen.

  • Reducing the Red Tape – New Approach to Development Applications

    Processing Development Applications (DAs) has just become one step simpler, with Council resolving to remove what can often be an additional step in the process at its Ordinary Council meeting on 17 February 2022.

    Moree Plains Shire Council Mayor Mark Johnson explained that “Council is very keen to expedite DA processes and make it simpler for residents and investors to progress developments in our Shire”.

    “Most developments utilise local contractors, driving local spend and adding value to residential and commercial properties. Ensuring prompt DA turnaround times promotes local and external investment in our Shire, and hence we are keen to do what we can to make the process simpler.”

    “As such, Council resolved unanimously to reduce the need for all DAs to be tabled and approved by the Council, instead of allowing DAs to be handled at the operational level, reducing administration time,” added Cr Johnson.

    The decision preserves the community’s rights to consultation for certain developments, as developments and decisions must still comply with the Building Code of Australia and other legislation.

    Councillors have also retained the ability to 'call-in' a report on any DA, should there be any concerns and if they feel it should be considered by Council.

    “Whilst we are aware there are a number of other Council’s which have taken a similar approach, we are trialing the new measures, with a review to be undertaken after 12 months, at which point we will be considering the impacts on DA turnaround times and seeking input from the community,” said Cr Johnson.

  • ‘Under the Vines’:  Moree and Mungindi Come Alive

    Under the Vines Community eventThis weekend the communities of Moree and Mungindi will come to life with two free family events filled with fun, music, entertainment and special guests.

    Deputy Mayor Councillor Susannah Pearse said, “To kick off ‘Under the Vines’ on Saturday 26 February, local artists Jacqualyn Lillyman and Rachel Cubis will be performing along with traditional indigenous dancers in the Moree CBD/Balo Street from 9 am to 1 pm”.

    “We have also been lucky enough to engage Brisbane-based roving street entertainment group Big Top Entertainment Company who are providing a range of performers including superheroes, clowns, jugglers, stilt walkers, unicyclists and more exciting activities for families to enjoy.”

    “Following discussions with the Chamber of Commerce, many Moree businesses have extended their trading hours to 1 pm on Saturday, allowing the community an opportunity to support our small businesses and to accommodate for the event”, added Councillor Pearse.

    On Sunday 27 February, the entertainment moves to the Mungindi Pool from 10 am to 2 pm. The Mungindi Progress Association have lined up musicians and will provide a barbeque for attendees.

    Councillor Pearse said these events are also a great opportunity for some new performers to get exposure in front of an audience and build their confidence and gain experience.

    “We hope that ‘Under the Vines’ will have a positive impact on our community, bringing activity and life to our main street and allowing visitors to witness our vibrant Shire in action,” said Councillor Pearse.

    The events are a collaborative effort between Moree Plains Shire Council, Moree Chamber of Commerce and the Mungindi Progress Association.

    ‘Under the Vines’ has been made possible thanks to a grant from the State Government NSW Partnership: Local Councils Program. The program is designed to help communities recover from the pandemic with health, economic and social initiatives.

     

     

  • Long Term Vision, Short Term Actions for the Moree Saleyards

    An onsite meeting at the Moree Livestock Selling Centre (MLSC) was held yesterday, 22 February, with representatives from Council and the Moree Livestock Selling Agents Association in order to progress an urgent plan for returning the site to a safe operating standard.

    The future of the Moree SalesyardsMoree Plains Shire Council Mayor Cr Mark Johnson, Deputy Mayor Cr Susannah Pearse, Cr Kelly James and Cr Brooke Sauer met with representatives from the Moree Livestock Selling Agents Association (The Association), including President Hamish Hosegood and Secretary Andrew Pitman. The group discussed not only the immediate issues but also the longer-term needs of the site and local industry.

    “Closing the saleyards was a tough decision and we understand the issues it has caused for users of the facility, but the community and stock safety is paramount”, said Cr Johnson.

    “We are pleased to have had a highly productive meeting with the Association, where all parties have committed to working together to ensure that the facility is back up and running as soon as possible.”

    “A detailed risk assessment will be undertaken as the highest priority, which will create a scope of works. From there, Council and the Association will consider the costs of works and prioritise urgent repairs”, added Cr Johnson.

    Cr Johnson said a separate options review, planning for the longer-term needs of the MLSC and local industry is still underway.

    “The saleyards are over 50 years old and since late last year Council, the Association and key stakeholders have engaged with the consultants AEC Group Pty Ltd to identify its future requirements and options”, said Cr Johnson.

    “Council recognises the long and strong history of livestock production in the Moree Plains and remains committed to supporting the local industry into the future.”

    AEC Group Pty Ltd will deliver their report by the end of May for consideration by Council.

    Cr Johnson added, “Council and the Association’s working relationship has always been a productive one and yesterday’s meeting was no exception. I thank them again for their assistance.”

    Council will continue to update the community and again apologises for the inconvenience caused by the MLSC’s closure.

  • Opportunity to Address Council – Open Public Forum March 2022

    At its next Council Meeting, Moree Plains Shire Council (Council) is inviting community members to be part of the open public forum on Thursday 3 March 2022 at 4 pm.

    Council ChambersThe public forum provides an opportunity for community members to address Councillors on any issues or topics of interest or concern, relevant to the Moree Plains Shire.

    Council recommends community members seeking to address Councillors in person should pre-register prior to the meeting and provide detailed information regarding their query. You need JavaScript enabled to view it. by 4 pm on Tuesday, 1 March 2022.

    While members of the community are still welcome to attend the public forum in person, if the number of attendees exceeds the maximum capacity of the Council Chambers, members of the public will be asked to wait outside and be invited into the Chamber to address Council.

    Alternatively, community members are invited to provide a written submission for the Councillors’ consideration, which will be read out by the General Manager and addressed by Councillors at the public forum. To submit a statement to be addressed at the public forum, please provide the statement to Deena Murray, Executive Office by email at This email address is being protected from spambots.     When submitting a statement, community members are requested to provide a complete statement and note if they intend on addressing Councillors in person.

    Members of the community who intend on addressing Council in person at the public forum should review the following public forum guidelines:

    1. Speakers must comply with Council’s Code of Meeting Practice (Public Forums) section 4, page 8 
    2. If a speaker fails to observe a direction from the chairperson, the speaker will not be further heard.  
    3. Each speaker is allowed three (3) minutes to address the Council.  
    4. Speakers must not digress from the item on the agenda that they have applied to address the Council on.  
    5. A Councillor may direct a question to a speaker, through the chairperson, and the time limit for the answer to a question is three (3) minutes. 
    6. A speaker is under no obligation to answer a question put to them by a Councillor.  
    7. A speaker cannot ask questions of the Council, Councillors or Council staff.  
    8. Speakers must refrain from engaging in disorderly conduct, publicly alleging breaches of the Council’s Code of Conduct or making other potentially defamatory statements.  
    9. Legal representatives acting on behalf of others are not permitted to speak unless they identify their status as a legal representative when applying to speak.  
    10. Written, visual or audio material presented in support of a speaker’s address to the council will form part of the minutes of the meeting and a copy must be provided to the Council.   

    Please note: The maximum time allocated to the public forum will be thirty (30) minutes however this may be extended by the resolution of Council.

    Community members addressing the public forum in person or through a written submission should be mindful that you are providing permission for Council to include your details in the Minutes of this Council Meeting and the Council Meeting will be recorded.

    The conduct of the forum will be in accordance with Council’s usual requirements, including the Moree Plains Shire Council Code of Meeting Practice, the Local Government Act 1993 (NSW) and NSW Local Government (General) Regulations (2005).

    Nominations for the 2022 Senior Citizen of the Year Award are now open.

    As part of NSW Senior Week, the award recognises community members aged 60 and older who have made a special contribution(s) to our community.

    Moree Plains Shire Council’s Community Development/Liaison Officer Jacqui Moore said the award is a great way to say thank you and to show a senior they are appreciated.

    “Some of our older residents really do go above and beyond for others and our amazing community”, said Ms. Moore.

    “They might have volunteered their time for a good cause, made a difference in someone’s life or something else incredible entirely.”

    “If you know someone exceptional like this, please nominate them. They should be celebrated for their effort.”

    Nominations close at 5 pm on Friday 11 March with the winner being announced at the Seniors Week Luncheon, Wednesday 30 March.

  • Public access to the Moree Saleyards has ceased

    During last night’s Ordinary Meeting, Thursday 17 February, Council responded and resolved concerns raised by a member of the Moree Livestock Selling Agents Association (MLSAA) about the condition and Work, Health and Safety risks of the Moree Livestock Selling Centre.

    Moree SaleyardsActing General Manager Scot MacDonald said, “Following a saleyards inspection by Council staff, the decision has been made to immediately cease operations”.

    “Council has considered the dangers to the public, facility users and the welfare of livestock and access to the selling centre will terminate effective as of today, Friday 18 February.”

    In late 2021, Council resolved to undertake an Operations Review of the selling centre and this study is moving forward. Council is continually working with the MLSAA and livestock industry to present a range of strategies for the future of the saleyards.

    Mr MacDonald added, “Council is in close contact with the MLSAA and we will keep the community informed as we consider the best way forward.”

    Council apologises for the inconvenience caused to users however safety remains the highest priority.

    Applications for Public Donations and the Community Enhancement Fund are now available and will close at 5 pm, Friday 11 March 2022.

    Moree Plains organisations (or the individuals representing them) are welcome to apply to Council for the donation of materials, plant, use of buildings or funding for the provision of services and activities within the Shire.

    Applications up to $3,000 under the Public Donations Fund can be considered.

    All community, sporting and educational groups in the Moree Plains serving community members are welcome to propose projects or programs. Groups must have a large impact on a sizable portion of Shire residents or can provide practical solutions to current community needs.

  • Rates and water payments are due close together

    Council would like to make residents aware of the close due dates for rates and water payments. This is the first year with smart water meters in place across the Shire and data is now provided in real-time, meaning technicians are no longer required to inspect each meter individually. This has delayed the processing time for this water notice cycle.

    What to Do and Acceptable Items

    After registering and on the weekend before collection starts, separate and stack items into four piles (large items; general household waste; green waste and metals, whitegoods and e-waste) on the kerb. Only three cubic metres of waste per household is permitted. No items should be put out or added to the existing piles after Sunday night even if waste remains.

    The following is an example of how to sort waste items:

  • Council is calling on the community to help shape the future of the Moree Plains

    Moree Plains Shire Council invites the community to create a shared vision for the Shire to help develop the Community Strategic Plan (CSP).

    Our Moree Plains - Our vision to 2032The CSP, called Our Moree Plains – Our vision to 2032, is a plan that identifies the priorities and goals for our Shire. Council is required to review the plan with the community after each Local Government Election.

    Moree Plains Shire Mayor Mark Johnson encourages the community to get involved in the consultation activities, which officially kicks-off today.

    “We’ve launched an online survey and downloadable kitchen table kits—for families, friends and workplaces to host informal discussions about the Shire’s future—these are available on Council’s website. Registrations have also opened for a series of online community workshops”, said Mayor Johnson. 

    Council will have a stall at the Moree Markets on Sunday 6 February and a series of outdoor pop-up stalls in the Moree town centre, and one in Boomi, over the following weeks, where the community can come say hi and talk about their priorities. Targeted workshops will also be run in Mungindi, Pallamallawa, Boggabilla and Toomelah with community representatives.

    “The CSP is the most important document we prepare as a Council”, added Mayor Johnson.

    “It guides all of Council’s activities for the Council term and outlines what our community wants for the next 10 years. So, if there’s something you would like for the Moree Plains, now is the time to tell us!

    “It also details how we will measure success in delivering the plan and lists the other agencies and organisations in our community that we will partner with to achieve the community’s shared vision.”

    Mayor Johnson noted COVID-19 had affected the way Council will deliver the engagement to ensure the health and safety of Council staff and the community.

    “We had planned to hold more face-to-face activities with the community including drop-in sessions and town and village workshops but, due to the evolving COVID-19 situation, we made the responsible decision to shift most of our activities online”, said Mayor Johnson.

    “We understand that not everyone has access to the internet and we have briefed our Moree Library staff to assist those who wish to use the local community facilities to participate.”

    “We also have printed copies of the survey and kitchen table kits, with reply-paid envelopes, available at Council’s Moree Customer Service Centre, the Moree, Mungindi and Mobile Libraries and the Dhiiyaan Aboriginal Centre. Everyone who completes a printed or online survey will go in the draw to win one of five $50 Love Local Gift Cards.

    “Additionally, every household across the Shire will shortly receive a flyer in their letterbox with a reply-paid feedback form about the CSP. I encourage all residents to complete the form and send it back to Council free of charge.”

    Young people aged 16 and under also have the chance to win a $150 Love Local Gift Card by entering our art competition. Entries must represent

    the entrant’s ideas and vision for Moree Plains and what they hope to see for the Shire in the next 10 years. Entries will be judged in age categories by Mayor Johnson.

    The community will have a second opportunity to have their say when the draft CSP document is placed on public exhibition later this year.

  • Mungindi Water Restrictions Lifted from Wednesday 24 February 2021

    For some time, water restrictions have been imposed in Mungindi under Council’s Water Supply Schemes Drought Management Plan.

    Due to recent rainfall across the Shire and river flows, Council has re-evaluated the water restrictions in place for Mungindi and determined that water restrictions will no longer apply in Mungindi from Wednesday 24 February 2021.

    With the appointment of Dryside Engineering (Dryside), works are underway for the feasibility study of the flood risk management plan recommended options contained in the Moree and Environs Floodplain Risk Management Plan (Plan), adopted by Council in 2019.

    Late last year, Dryside undertook some preliminary investigations and discussions with community members from identified areas within and around Moree and will be returning next week to meet with the Moree Plains Shire Floodplain Risk Management Committee (Committee).

    It’s shaping up to be a big few years for the Moree Plains and Council is looking to expand our team.

    With the commencement of construction on the Inland Rail in our Shire and master planning for our Special Activation Precinct underway, it is the dawning of a new era for the black soil plains. Council has created a dedicated team – our Regional Activation Unit – to lead Council’s role in these transformational projects.

  • Council gives Conditional Approval to Temporary Accommodation Facility

    Council has today given conditional approval to construct a temporary accommodation facility for Trans4m Rail workers at the Moree Gateway. The accommodation is needed for approximately two to three years while the Narrabri to North Star section of the Melbourne to Brisbane Inland Rail project (Inland Rail) is built.

    A peak construction workforce of over 300 personnel has been forecast in the second and third year of construction for this section of Inland Rail, with the number requiring temporary accommodation at the facility based on the proportion of the workforce outside the regional area. Whilst the accommodation facility was originally proposed for 352 workers, Council has set an initial limit of 300 beds to encourage local employment.

  • The Road to Safe Drivers - Free Workshop - Register Now

    This month, an online workshop will be delivered by Transport for NSW on behalf of Moree Plains Shire Council and other local councils to help equip parents and supervisors on how to provide effective and safe practice sessions for learner drivers.

    The online workshop is free and will provide practical advice about the role of the supervising driver, the importance of on-road driving experience and how this can be obtained.

    The online workshop will take place on Wednesday 24 February 2021 from 6.00pm to 7.30pm. Registration is essential as a limited number of spots are available.

    Council’s Waste Manager, Victoria Dawson encourages everyone to take advantage of the kerbside service and get involved in the Clean Up Collection Competition. “Bulky Waste collections are great way to tidy up our home and neighbourhood. By collecting items at the kerb, we also reduce the amount of household waste that could end up getting dumped illegally on the streets.”

    Remember:

    • For Moree township and surrounding areas (Gurley, Gwydirville and Bendygleet), registration closes at 5.00pm Friday 26 February 2021, for collection starting Monday 1 March 2021.
    • For villages (Ashley, Biniguy, Boggabilla, Boomi, Garah, Mungindi, Pallamallawa, Toomelah, Vitonga Road, Weemelah and Yarraman), registration closes at 5.00pm Friday 5 March 2021, for collection starting Monday 8 March 2021.

    Waste must be put out for collection by no later than the Sunday evening prior to your collection week (ie. For Moree and surrounds, by no later than the evening of Sunday 1 March).

    Waste that does not meet the above requirements will be treated as illegal dumping and you may be issued an infringement notice. Items placed on the kerb without registration will not be collected.

    How wonderful the rain has been.

    As the first high flows occur in many years, it is so important that the waters be allowed to flow through the river systems of the northern basin and that our small communities and residents along our river system receive a long awaited benefit from the wonderful summer rains.

    At Council, we are having regard to these flows in our management of water supply, particularly for Boggabilla, Mungindi and Weemelah. Recent rainfall is bringing relief to these communities.

    Since August last year, our Council has imposed water restrictions on these communities due to insufficient water supply from river flows. This culminated in the imposition of Level 5 Water Restrictions at the start of this calendar year.

    Attached is our advice to these communities as at Friday 14 February 2020 and I am delighted to say, that as of today, restrictions at Weemelah will be fully removed. With flows anticipated in the Macintyre River and the Barwon River in coming weeks, our Council will be regularly assessing the water supply available through these river systems for Boggabilla and Mungindi with a view to reducing and ultimately removing the restrictions currently in place (if practicable). Once flows arrive, the inevitable flushing process of the parched river system will take place before these flows can be used to supplement the town water supply. But the existence of these flows from the recent large rain events has made this all possible.

    Downstream communities outside of the Moree Plains Shire are also able to relish this wonderful flow and the future looks good, when we have our next good rainfall, for water to continue its path west as all the billabongs, gullys and tributaries will be filled.

    For many years we have had water sharing plans, currently many of these plans have been embargoed to allow the system to be flushed successfully. In some cases, the trigger heights for pumping have been reached (as is apparent from data collected by Water NSW and availably publicly on its website) and even exceeded, allowing some entitlements to be provided for and some pumping to occur, in confined circumstances or in other States.

    Personally, I have always believed in the common law right to use what rain falls on your land and overland flows should be able to be harvested without prejudicing the overall benefit to the river system. I commend the Minister for Water lifting this embargo. The biggest tragedy of the management of this drought is that we do not have more off stream storages to hold more of this water to ensure regular flows down our river systems in dry times. We have seen the storm water not captured in the big urban areas and this breaks my heart and the fact that we have not been able to desilt and deepen existing waterholes in our creeks, rivers and billabongs successfully and legally in dry times does not make sense.

    Therefore, I call for legislation to allow for the widening, deepening and desilting and general maintenance (including, for example, sapling and invasive species removal in our waterways) of our existing waterholes and storages to be instigated so the next time we have a drought, this work can be done without hesitation or ineffective interference and create a massive riverine storage system by creating a chain of deep waterholes as opposed to the chain on ponds that is the norm currently in our tributaries. This would allow for inland NSW and associated States to have the capacity to store for the future of all our river reliant communities is created.

    The opportunity for this to happen in our area now has passed, and I wish I had pushed harder for this to happen before October last year, but we must plan now for the future. I believe we have the capacity to store water for stock and domestic purposes within our systems that could potentially store more water than our dams, thus allowing for everyone to be catered for. The irrigation industry could then go back to relying on the dams that were built for irrigation purposes and river reliant communities would have surety of supply as water would be able to be pumped from big waterholes downstream.

    However, now we have a life saving flow that will rightfully make its ways west.

     

     

  • Easing Water Restrictions - In the Moree Plains

    With recent heavy rainfall across the Shire and related river systems, Council has been evaluating the water restrictions in place for Boggabilla, Mungindi and Weemelah.

    Such restrictions were imposed under Council’s Water Supply Schemes Drought Management Plan based on water consumption of the affected communities, rainfall and having regard to formal advice received from WaterNSW that there will be no further planned water releases to supply water to these towns. Further water releases were not envisaged until sufficient rainfall allows the usual catchments to replenish their water supplies to allow for future water releases.

    Current Status – Boggabilla

    Flows are anticipated for the Macintyre River in the Boggabilla area. Council will be regularly assessing the water supply at Boggabilla with a view to reducing and ultimately removing the restrictions currently in place (if practicable). Once flows arrive, the inevitable flushing process of the parched river system will take place before these flows can be used to supplement the water supply for Boggabilla.

    Current Status – Mungindi

    Flows are anticipated for the Barwon River in coming weeks. Council will be regularly assessing the water supply at Mungindi with a view to reducing and ultimately removing the restrictions currently in place (if practicable). Once flows arrive, the inevitable flushing process of the parched river system will take place before these flows can be used to supplement the water supply for Mungindi.

    Current Status – Weemelah

    An assessment has been undertaken of the Weemelah water supply and it has been determined that water restrictions for Weemelah are no longer required as of today, Friday 14 February 2020.

    We will keep both the Boggabilla and Mungindi community regularly updated but we are committed to reducing the water restrictions at both these localities as soon as is practicable.

    Moree Plains Shire Council wishes to remind residents to use the www.myroadinfo.com.au website or phone app to access the most up-to-date information regarding road closures as the recent rainfall has affected some local roads within and surrounding the Shire.

    To view to Moree Plain Shire area and surrounding roads, select the North West Slopes Region on the map. Myroadinfo is continuously updated in real-time with information about road conditions and scheduled and unplanned works, with information staying on the website until the status of the road is changed to open. 

    Motorists should check their route against the map to ensure their trip is not interrupted. It is an offence to drive past signage indicating that a road is closed as there could be dangerous washouts and significant amounts of water still present.  Persons causing damage to the roads may be liable and fines are enforceable by Police.

  • Never-before seen Adults’ Program - Mungindi and Moree Community Library

    A never- before seen adult program kicks off this week at the Mungindi and Moree Community Library; the program is marketed towards adults and senior citizens of Mungindi and Moree, encouraging local residents to take advantage of the community space and participate in free social activities.

    The program includes three activities, brain training, crafts, and movie screenings which will take place on week days across the two Libraries.

    Big Sky Libraries Manager Sally Walters has provided some insight into the development of the program and what will be involved with the brain training and craft activities.

    “Libraries are a wonderful community space and I think it’s incredibly important for these facilities to be well-utilised by groups across our community.  Although we offer a comprehensive children’s program, I have been interested in developing an adults’ program for quite some time,” Mrs Walters explained.

    “The Brain Training will run for 10 weeks in Moree and 6 weeks in Mungindi and is designed to improve mental function, memory, and concentration. This program is a great one; cognitive training is important to continue throughout life to ensure our memory stays sharp and our brain continues to function at its full capacity.

    “The craft sessions are designed to be fun and social; at the Moree Community Library, material will be provided to participants to make items like blankets for local organisations while the program at the Mungindi Library will be more independent and members will be encouraged to bring in their own craft projects along, have a cup of tea or coffee and a chat.”

    The adults’ program will start today (Monday 3 February 2020) and will run until the beginning of April 2020. The program aims to encourage more community members to utilise these great community spaces and become members of the Library.
