  • Ho Ho Ho - Save the Date 

    Council is excited to announce that this year’s annual Christmas event 'Christmas at Twilight' for the community will be combined into one festive event in Moree’s CBD.

    In the past Council has collaborated with the Chamber of Commerce for the Late-Night Shopping and Light up the Tree event, alongside hosting the Carols by Candlelight, in partnership with the Moree Christian Pastors Network.

    In 2023, these events will all be condensed into one, featuring all the same exciting activities; carollers, market stalls will be set up in front of empty shops along Balo Street, food stalls, entertainment and, of course, a visit from Santa will all be a part of the night.

    Security and police patrols will also be assigned for the evening.

    Save the date, and we will see you and Santa 1 December 2023.

     

     

  • Funding Achievement for Childcare Education

    Mungindi Childcare Services set to continue.Mungindi families will reap the benefits of having continued childcare services in Mungindi after Moree Plains Shire Council has been successful in securing $900,000 through the Community Child Care Fund (CCCF) for the establishment of the Mungindi Community Child Care Education Hub (Hub).

    This week the Minister for Early Childhood Education, the Hon Dr Anne Aly MP, announced the outcome of the grant recipients for Centre Based Child Care (CBDC) services, providing $600,000 for establishment and sustainability support and $300,000 for capital support over the next 2 years.

    Mayor Mark Johnson is excited for the community of Mungindi stating “This outcome brings peace of mind for families who will now have continuing access to quality care and early education, enabling families to remain active in employment. The Hub will bring added benefits of providing employment for approximately 4-8 employees, which is significant in a small town”.

    Currently, preschool facilities for 3-year-olds are located on the Queensland side of Mungindi. Following changes to the present Queensland funding model, 3-year-olds are no longer funded for preschool, which will result in the facility having to close its doors at the end of 2023.

    Through his grant funding Council is now able to provide for the community of Mungindi equal and accessible access to education and social interaction through a long day care facility for children 0-5 years of age, along with out-of-school hours care and vocational care available to all children.

    Advocacy for this high quality of care and education was strongly supported by the Hon. Mark Coulton MP, the Hon. Adam Marshall MP, NSW Cross Border Commission, Mungindi Central School, Balonne Shire Council, Mungindi Progress Association and St Joseph’s School, Mungindi.

    Balonne Shire Council and Moree Plains Shire Council will continue to work together to advocate for additional funding, strengthening and growing our cross-border relationship.

    The Hub will be owned and operated by current Approved Provider, Moree Plains Shire Council. The location of the Mungindi Community Child Care Education Hub is still being investigated.

     

     

  • Traffic Control 

    Traffic control will be in place Sunday 22 October 2023 within the Moree CBD and various surrounding Streets, from 6am to 6pm (weather permitting) to allow for the re-painting of road markings.

    We apologise for the inconvenience caused as motorists may experience short delays.

     

     

  • Kids Bike Track Opens For Endless Fun

    Kids enjoying riding their bikes at the opening of the Pally Pump TrackTo coincide with the Pally Bush Mega Markets, Council in conjunction with the Pallamallawa War Memorial Hall Committee, officially opened the Pallamallawa Pump Track on Sunday 15 October 2023.

    Phase one of the Nana Brazel Park project saw the implementation of the Pump Track, half-court basketball and new BBQ facilities.

    Occurring in the coming months will be phase two, which will see the Park further improved with exercise equipment, new seating and fencing improvements.

    Funding for the entire project has been made possible by funding from the Local Roads and Community Infrastructure (LRCI) program and NSW Government’s Stronger Country Communities fund and Council under section 94A.

  • Tender Awarded For The Construction Of A 50-metre Pool At The Moree Artesian Aquatic Centre

    Moree Artesian Aquatic CentreCouncil resolved at its Extraordinary Council Meeting this morning, Thursday 12 October 2023 to award the tender for the construction of the 50-metre pool at the Moree Artesian Aquatic Centre (MAAC) to Crystal Pools Pty Limited.

    Crystal Pools Pty Ltd is a leading Australian commercial pool builder, owned and operated since 1957. Having been in the business for over 65 years, they are certified for Federal, State and Local Government commercial swimming pool design and construction, making them familiar with regulations and requirements.

    “My fellow Councillors and I are very excited to have secured a reputable company to complete the 50-metre pool for the community and our visitors, as we are all aware the artesian water brings tourism to our Shire. To have the centre completed with its cold-water pool will help us reinstate us as the ‘Artesian Capital’.
    We understand the frustration this process has caused in the community, however, we needed to ensure our due diligence was done regarding this project. The awarding of the tender today marks a significant step forward to returning this iconic asset to our Shire" stated Mayor Mark Johnson.

    Crystal Pools Capability Statement 

    As we continue to keep the community connected to the project, below is the current timeline for redevelopment works at the MAAC.

    Current/October 2023
    - All pools at the MAAC are currently closed.Belgravia Leisure remains operating the centre to allow customers access to the gym and café and to assist patrons with any enquiries from 6am to 7pm.  
    - Tenders for the club house and grandstand are open for a further two weeks, closing 31 October.

    November 2023
    - 6 November - The Program and Passive Pools will re-open.
    - The ‘Learn to Swim’ Program will recommence.
    - Les Mills Virtual Program will be introduced at the gym, these virtual programs will add to group exercise in cinematic-quality classes from some of the world’s best instructors.
    - New additions and refreshed painting to the function area

    December 2023
    - Mid- December - Re-opening of the Wellness Centre.
    - Waterslide Summer hours recommence,  3pm to 6pm.

    January 2024
    - Mid-January - Active Pool reopening
    - 15 January - Gym flooring and equipment upgrades to commence
    - Mid- January - Earthworks to commence bulk excavation where the previous 50-metre pool was, with piling and back filling.

    April 2024
    - Construction of the 50-metre pool will commence, with a build time of approximately 15 months.

    Mental Health Day Outdoor2 wCouncil values the importance of mental health. Connection is one factor in well-being, feeling connected contributes to physical, cognitive and emotional health, and what better way to connect than over food.

    The outdoor staff gathered over an early breakfast thanks to Rotary, with the indoor staff participating in a ‘blue’ bake-off.

    Who better to be the judges than the boys in blue, Constable Mitch and Sergeant Nathan who sampled the interesting variations of blue food, from scones to sushi, awarding the winners Casey and Leanne with a Love Local Card.

    Be sure to celebrate the 2023 World Mental Health Day, theme “look after your mental health, Australia” in your special own way.

     

     

  • Opportunity to Address Council – Open Public Forum October 2023

    At its next Council Meeting, Moree Plains Shire Council is inviting community members to be part of the open public forum on Thursday 19 October at 2 pm.

    The public forum provides an opportunity for community members to address Councillors on any issues or topics of interest or concern, relevant to the Moree Plains Shire.

    Council recommends community members seeking to address Councillors in person should pre-register prior to the meeting and provide detailed information regarding their query.     While members of the community are still welcome to attend the public forum in person, if the number of attendees exceeds the maximum capacity of the Council Chambers, members of the public will be asked to wait outside and be invited into the Chamber to address Council.

    Alternatively, community members are invited to provide a written submission for the Councillors’ consideration, which will be read out by the General Manager and addressed by Councillors at the public forum.     2. If a speaker fails to observe a direction from the chairperson, the speaker will not be further heard.  
    3. Each speaker is allowed three (3) minutes to address the Council.  
    4. Speakers must not digress from the item on the agenda that they have applied to address the Council on.  
    5. A Councillor may direct a question to a speaker, through the chairperson, and the time limit for the answer to a question is three (3) minutes. 
    6. A speaker is under no obligation to answer a question put to them by a Councillor.  
    7. A speaker cannot ask questions of the Council, Councillors or Council staff.  
    8. Speakers must refrain from engaging in disorderly conduct, publicly alleging breaches of the Council’s Code of Conduct or making other potentially defamatory statements.  
    9. Legal representatives acting on behalf of others are not permitted to speak unless they identify their status as a legal representative when applying to speak.  
    10. Written, visual or audio material presented in support of a speaker’s address to the Council will form part of the minutes of the meeting and a copy must be provided to Council.   

    Please note: The maximum time allocated to the public forum will be thirty (30) minutes however this may be extended by resolution of Council.

    Community members addressing the public forum in person or through a written submission should be mindful that they are providing permission for Council to include their details in the Minutes of the Council Meeting and the Council Meeting will be recorded.
    The conduct of the forum will be in accordance with Council’s usual requirements, including the Moree Plains Shire Council Code of Meeting Practice, the Local Government Act 1993 (NSW) and NSW Local Government (General) Regulations (2005).

  • Help Beat Small Business Burnout In Moree

    Beating the burnout in uncertain times will be the focus for Moree Plains Shire Council and Moree Chamber of Commerce in October as NSW Small Business Month returns for 2023.

    Council and Chambers have been successful in securing a NSW Government grant to deliver the ‘My Small Business – Beating the Burnout’ event at the Moree Town & Country Club on 11 October.

    It is no secret Northwest NSW businesses, and those across Australia continue to face unsure economic times, as day-to-day cost of living continues to rise regional towns and their business are starting to feel the pinch.

    Beat the Burnout will focus on practical skills, strategies and useful tips on how local business owner can beat their own burnout as Australia heads into what’s predicted to be a scorching summer.

    It is hoped NSW Small Business Month can help alleviate this stress and in turn create optimism for the future.

    Business owners from a wide range of industries will speak on finding solutions and inspiration during these tough times, as the overall theme for the month focuses on seven key areas of business including branding and marketing, cyber security, business health, ecommerce, current market conditions, resilience, and teams.

    This stellar line-up will include keynote speaker Adam Brook, from REVFIT in Tamworth, who will share his own personal story of managing a business, a relationship, and a diagnosis of stage 4 Melanoma.

    Complimenting Adam will be a much-anticipated health and well-being panel including Nadin Selman from AMCAL Pharmacy Moree, Greg Bell from Gwydir Chiropractic & Physiotherapy and Jana Collier from women’s fashion and lifestyle boutique Plaine.

    The expert panel will discuss the importance of health management when managing a small business including, physical, mental, and financial health.

  • Moree Artesian Aquatic Centre Update

    MAAC 5 10 23Essential works progress at the Moree Artesian Aquatic Centre (MAAC) with the relining of the Program Pool well underway.

    After draining the Program Pool, demolition commenced on removing the existing pool liner and existing scum gutter tiles.

    To prepare to lay the new liner, surfaces have been grinded back to remove any rough or irregular surfaces.

    This week the installation of a new stainless steel scum gutter, and stainless steel handrails continue to be polished ready for the new liner to be installed.

    Closure of the pools at Moree Artesian Aquatic Centre (MAAC) will continue while we deliver these fundamental upgrades. During the closure of the pools, Belgravia Leisure will remain open, allowing customers access to the gym and café and assisting patrons with any enquiries from 6am to 7pm.

    Council will hold an extraordinary meeting at the Council Chambers, Thursday 12 October to resolve the tender evaluations for the development of the 50m pool at the complex.

    Council can call an Extraordinary Meeting to discuss or decide upon an urgent matter that is time sensitive.

    First Nations artists, craftspeople, and cultural artisans from Moree, surrounding communities and throughout the New England North West can register for a stall.

    This is a wonderful opportunity to showcase the creative offerings of First Nations people to a wider audience.

    Moree Plains Shire Council and the Moree and District Chamber of Commerce invite local businesses and employees to a Small Business Month breakfast event on 11 October.

    The theme for this year is "My Small Business" and this event focuses on key areas of business health - physical, mental and financial, to ensure we "Beat the Burnout".

    The event will feature inspirational keynote Adam Brook, from RevFit - Revival Fitness & Coaching in Tamworth, who will share his own personal story of managing a business, a team and a relationship – whilst also managing a diagnosis and treatment of Stage 4 Melanoma.

    The breakfast will also include a panel of local business owners and operators, including Nadin Selman from Amcal Pharmacy Moree, Greg Bell from Gwydir Chiropractic & Physiotherapy and Jana Collier from Plaine Boutique. The panel will

    focus on the full circle of health management when managing a small business – including physical, mental and financial health.

  • Waste Update

    MOREE WASTE MANAGEMENT FACILITY

    ✅ Moree waste facility is open to the pubic and operating as normal
    ✅ Flood waste is free of charge

     

    FLOOD DEBRIS AND WASTE COLLECTION FOR FLOOD AFFECTED RESIDENTS

    The Moree Waste Management Facility is now open and available to take flood waste, at no charge!
    Flood debris and waste from flood impacted properties will also be collected from the kerbside free of charge for residents in the flood affected area subject to receiving an Evacuation Order.

    Collections will commence from Thursday 27 October.

    Flood debris and waste can be placed on the kerbside from now and over the weekend.

    For those placing waste on the kerb, the following categories of waste will be collected:

    ✅ food waste (Please place in your red lid bin first for normal collection. If the bin is full, put food waste in a container on the kerbside. Food waste can also be taken to the Moree Waste Management Facility free of charge)
    ✅ hard bulk waste (furniture, carpets, mattresses) other debris and general waste (cardboard etc)
    ✅ green waste (vegetation)
    ✅ scrap metal (whitegoods and e-waste)

    Hazardous materials (gas bottles, paint, pool chemicals, unlabelled drums) can be placed on the kerbside but please separate these from other forms of waste.

    For those with insurance, please contact your insurer first to find out exactly what your policy covers and how the company would like it to be disposed of. If you are having issues with your insurer, please contact the Insurance Council of Australia at www.insurancecouncil.com.au

    For the safety of residents and our contractors, please ensure that you stay clear of the kerbside when our contractor is on-site at your residence.

  • Road Closures

    Carnarvon HighwayWe empathise with the community regarding having the road network compromised due to the recent/current flooding and people are wanting to get 'back to business', however the re-opening of all roads within the Shire is a process.

    All roads need to be assessed for safety purposes, along with assessing the physical damage of the infrastructure and the integrity of the road, the direct and in-direct effects of flooding is enormous and causes critical impact from economical to social well-being for everyone.

    We will be working on having road assessments done as quickly as possible, we are hopeful that community members will be compassionate towards the mammoth task ahead of having to assess every road within our 2,800km road network.

    Council will update the community as soon as we can regarding the re-opening of roads. We update via Facebook and Council’s website the road conditions, if you are not seeing any changes in the published/update dates, this is due to the fact that there are no changes.

    Our friendly customer service team is always here to help our community and all information pertaining to Council business, like rates and rubbish.

    While we have been inundated with calls during the flood event and have fielded many phone calls to assist, Council is not what is termed the ‘combat agency’ for the recovery phase of the recent/current flood event.

    We are governed by SES who are leading the way in getting the Shire back on its feet and therefore we have to refer customers to other agencies that are the best point of contact. Some helpful contacts for community are listed below.

    As flood waters continue to recede this face-to-face service will be available to our outlaying community members.

    Residents in Mungindi, please continue to keep your red general waste bins out for collection today, Thursday 3 November.
    The truck coming from the Balonne Shire is experiencing an issue with the lift system on the truck, a new truck will be deployed later this afternoon.

    Please note that access to the Mungindi Landfill is currently closed due to the recent rain.

    Do Not Drive Through Floodwaters Or On Closed Roads

    We have all heard the phrase “If it’s flooded, forget it”, yet we still see and hear of people driving through flood waters and on closed roads.

    We understand that people are wanting to get back to normality.

    When floodwater starts to go down, please do not drive over the roads until the road has been officially reopened.

    We actively publish the list of roads that are open and those which remain closed on the pinned post of Council's Facebook page, Council’s website and Live Traffic NSW.

    We are working hard to get these roads opened, as quickly and as efficiently as we can, everyone can do their part by staying off closed roads until deemed safe to use.

    Flood Disaster Recovery Payments Now Available

    Over the weekend the Commonwealth Government quietly activated the Australian Government Disaster Recovery Payment - which is a cash grant of $1,000 per adult and $400 per child - for the Moree Plains, Gunnedah and Narrabri local government areas, as a result of the flooding.

    Newell Highway - North

    The recently closed Newell Highway heading north from Moree is now open with traffic control in place.
    Please drive extremely carefully and to the conditions.

    Newell Highway South from Moree - is open to all traffic

     

    Edward Street Bridge Update

    The Edward Street bridge has now reopened to traffic - Thursday 27 October.

     

    Coles Moree and Click&Collect

    Coles Moree will be able to offer Click&Collect services in approximately the next 90 minutes. Please be mindful that some stock is limited and that the supermarket’s full range of products are still being replenished.

    Coles Moree has requested residents who have the means to do so to shop in-store and leave the Click&Collect option for community members who are still isolated because of flooding.

     

    Flood Debris and Waste Collection For Flood Affected Residents

    The Moree Waste Management Facility is now open and available to take flood waste, at no charge!

    Flood debris and waste from flood impacted properties will also be collected from the kerbside free of charge for residents in the flood affected area subject to receiving an Evacuation Order.

    Collections will commence on Thursday 27th October 22
    Flood debris and waste can be placed on the kerbside from now and over the weekend.

    For those placing waste on the kerb, the following categories of waste will be collected:

    ✅ food waste (Please place in your red lid bin first for normal collection. If the bin is full, put food waste in a container on the kerbside. Food waste can also be taken to the Moree Waste Management Facility free of charge)
    ✅ hard bulk waste (furniture, carpets, mattresses) other debris and general waste (cardboard etc)
    ✅ green waste (vegetation)
    ✅ scrap metal (whitegoods and e-waste)

    Hazardous materials (gas bottles, paint, pool chemicals, unlabelled drums) can be placed on the kerbside but please separate these from other forms of waste where possible.

    For those with insurance, please contact your insurer first to find out exactly what your policy covers and how the company would like it to be disposed of. If you are having issues with your insurer, please contact the Insurance Council of Australia at www.insurancecouncil.com.au

    For the safety of residents and our contractors, please ensure that you stay clear of the kerbside when our contractor is on-site at your residence.

     

    Thursday 27 October Collection

    Council advises that the kerbside bin collection for tomorrow, Thursday 27 October, will be as per normal except for those properties that are still under evacuation orders or road closures.
    Residents are asked to please place their general waste and recycling (red and yellow) bins out for collection.

    Access to Woolworths

    The Dr Hunter Bridge will reopen at 9:30 am (Tuesday 25 October) and only for Moree south side residents to access Woolworths.
    Council asks for south side residents to shop in person if possible and leave the Click & Collect option for north side community members, outer laying villages and isolated residents.

    All other streets north of the Dr Hunter Bridge will remain closed as the evacuation order has not been lifted yet.
    All other bridges remain closed for now.

     

    Pally Landfill

    The Pallamallawa landfill will be opened today, Tuesday 25 October, for residents to dispose of their waste.

    No other landfills are opened at this stage.

     

    Kerbside Collection – Postponed – Tuesday 25 October 2022

    The kerbside collection scheduled for tomorrow, Tuesday 25 October 2022 is postponed due to flooding and road closures.

    Using Newell Highway (South) For Essential Resupplies

    (Update Monday 24 October)

    ✅ Newell Highway (south) open to local residents for resupplying in Narrabri. All vehicle types can now use the Highway.

    👉 Travel is to be done during daylight hours ONLY.

    😊 If you are from out of town and need to head south you may do so, however only local residents are able to return back into the Shire.

    👉 Trucks on the Newell Highway are bringing supplies to restock Moree and nothing else.

    🐄 - Watch out for cattle

    Major Flood Warning for the Gwydir and Mehi Rivers at Gravesend, Pallamallawa, Yarraman and Moree

    MAJOR FLOODING NEAR FEBRUARY 2012 FLOOD SEEN AT MOREE AND YARRAMAN LATE SUNDAY MORNING.

    Moderate to heavy rainfall on Thursday and Friday has caused major flooding across the Gwydir and Mehi River catchments.The main flood peak along the Gwydir River reached Moree and Yarraman late Sunday morning, where major flood peaks close to the February 2012 flood were observed.

    Upstream at Gravesend, major flooding is slowly easing. River levels may remain steady into Monday or Tuesday at Pallamallawa, Moree and Yarraman, with easing flood levels likely to ease later in the week.

    Flood operations are being conducted by WaterNSW at Copeton Dam. The dam releases will vary subject to inflow and downstream tributary flow rates. WaterNSW are working closely with the Bureau, NSW SES and landholders to plan release strategies.

    Gwydir River downstream of Copeton Dam:

    Major flooding is occurring along the Gwydir River at Gravesend and Yarraman Bridge. Pallamallawa is near the major flood level.

    The Gwydir River at Gravesend Road Bridge peaked at 16.21 metres around 11:00 pm Friday night and is currently at 13.46 metres and steady, with major flooding. The Gwydir River at Gravesend Road Bridge is likely to remain above the major flood level (12.00 m) through to Sunday night.

    The Gwydir River at Pallamallawa peaked at 10.56 metres around 10:30 am Saturday morning, with major flooding just above the level of the February 2012 flood (10.53 metres). The Gwydir River at Pallamallawa is likely to remain around the major flood level (10.40 m) into Monday.

    The Gwydir River at Yarraman Bridge peaked at 7.53 metres around 11:15 am Sunday 23 October, at the February 2012 flood level (7.53 metres). The river level is currently at 7.52 metres and steady. The Gwydir River at Yarraman Bridge may remain around 7.50 metres into Tuesday.

    Mehi River:

    Major flooding is occurring along the Mehi River.

    The Mehi River at Moree peaked at 10.50 metres around 11:00 am Sunday 23 October, just below the February 2012 flood level (10.53 metres). The river level is currently at 10.46 metres and falling slowly with major flooding. The Mehi River at Moree is expected to remain above the major flood level (8.80 m) into Tuesday

  • Moree District Flood Update

    With well in excess of 100mm of rain falling overnight (and more to come) right across the Moree district and wider region, everyone should be on high alert right now for a major flood event over the coming days.

    While we await formal advice and direction from the NSW SES and Bureau of Meteorology regarding river peaks, from the data that is available it’s clear that the Moree township will be inundated sometime over the weekend.

    In response to this, an Emergency Operations Centre has been stood up at the Moree Plains Shire Council works depot in Tycannah Street, to help co-ordinate the flood response.

    There has been NO evacuation order issued yet, but it is our strong advice that if your property was inundated in previous Moree floods (2011, 2012 and 2021) then you should be preparing your family and your property right now.

    We’ll provide you with a further update once more definitive information and direction from the SES is to hand.

    Mayor Johnson Over the last 48 hours, I have had the opportunity to be in attendance with the team at Council specifically in relation to the flood risk we were and potentially are still facing.

    It was very comforting given my inexperience in such situations to be surrounded by the years of experience, local knowledge and previous flood expertise within the room. I am left feeling reassured that should a flood event occur, we have procedures and protocols in place to be as prepared as we can be.

    At this stage, Moree is okay (subject to the threat of thunderstorms) but I fully understand there will be families outside of our towns and villages that will be impacted. I still encourage residents to be alert, stay prepared and be equipped with essential items. I do however note the current pressure on our supermarkets to keep shelves stocked and ask our residents to be conscious of this when making preparations.

    At Council, unless there is a worsening of the situation it will be business as usual and we will continue to keep you informed should that position change.

    Council is also very conscious that we are approaching harvest time and we are doing all we can to ensure that work continues in the background to safeguard access during these changing weather conditions.

    Mark_Connelly.jpgIn Sydney last night, Regional Activation Unit Executive Manager Mark Connolly was runner-up for the Peter Chaffey Leadership Award at the National Economic Development 2022 Awards for Excellence.

    The Leadership Award recognises individuals who have displayed exceptional work and achievements in economic development and Mark has been instrumental in leading the Moree Plains community through multiple once-in-a-generation projects, like the Inland Rail and SAP.

    Having worked at Council for more than 18 years, Mark’s roles have spanned government administration, business liaising, project management, economic development and more recently heading up the Regional Activation Unit.

    In his current role and at $194 million, Mark has helped the Moree Plains secure the single largest NSW Government infrastructure investment in its history. This funding for the SAP keeps the region on track to become an economic powerhouse of northern NSW.

    Congratulations, Mark, on your achievements, personally and for the betterment of the Shire.

    Moree’s shared pathways have been extended to Bank Street, extending more of Moree’s renowned Mehi River Corridor shared footpath network.

    The new Bank Street footpath completes the scenic connection between shops, cafés and services in Moree CBD’s northern end to parks, motels and the Moree Artesian Aquatic Centre on the township’s south side.

    Great work thanks to Council’s Urban Crew who continue to connect more of Moree together through shared pathways. 

    This new path has been made possible thanks to funding from the NSW Government’s Public Spaces Legacy Program.

     

     

  • ARTC consults the community for Narrabri to North Star Inland Rail construction

    The Australian Rail Track Corporation (ARTC) will hold drop-in information sessions in Moree and Narrabri for phase 2 of the Narrabri to North Star (N2NS) section of the Inland Rail project.

    The drop-in information sessions follow the draft Environmental Impact Statement (EIS) for Phase 2 of N2NS being put on public exhibition.

    Phase 2 involves upgrading approximately 13km of the existing track and building roughly 2km of new track across the Mehi-Gwydir floodplain at Camurra, north of Moree.

    Drop-in sessions will be held at the following locations and times:

    • 12 October: Econo Lodge, Alice Street & Gosport Street, Moree NSW between 12pm-1pm
    • 14 October: Balo Square, Balo Street, Moree NSW between 11am-1pm
    • 19 October: Stanley Village – park area, Moree NSW between 10am-11:30am

  • Westpac To Close Bank Branch Services

    Customers are being informed of a decision by Westpac's management that Moree bank services will close on Friday 24 February 2023, including the removal of the automated teller machine at the Westpac Bank.

    The bank announced the decision as part of a company reorganisation and noted that the Agribusiness side of the Moree services will remain operational.

    The Westpac Banking Corporation has had a long-standing presence in the Shire with the bank being founded in Moree in 1876, and this news comes three years shy of its 150 years within the community.

    Mayor Mark Johnson said to meet the needs of future growth, the Moree Plains Shire needs the support of leading banks.

    “After the COVID-19 pandemic and droughts, we have exciting opportunities to ensure the growth of the Moree Plains, five years of construction in the pipeline, and $1.5 billion dollars’ worth of infrastructure projects and investment across the Shire.

    Having these financial services removed will greatly impact our community, create implications for businesses needing to retain larger amounts of cash and leaves customers facing an hour's drive to the nearest Westpac office.

    With the focus on migrating customers to digital banking and automation, older customers and vulnerable members of our community who use bank branch services will be significantly affected by this shutdown.

    I believe that Westpac hasn't done their due diligence and is showing no consideration for rural Australians who are progressively being disadvantaged by not being able to manage their own finances in a bank branch”, stated Mayor Johnson.

    Council is requesting a meeting with the CEO of Westpac, Peter King and seeking support from Richard Shields, Head of Government Relations regarding this move by the bank, a cost saving strategy banks use to increase profits but marginalise a community.

    “Leaving customers to reassess their banking options is not fundamental to our long-term strategy of sustainability and growth for our Shire”, said Mayor Johnson.

    With strong advocacy, and support from our State and Federal members, we are wanting to retain our local Westpac branch with full services that will help us grow and support our local community.

  • Council Calls For Diligence During Harvest

    Moree Plains Shire Council is asking farmers to be diligent during the 2021 grain harvest and assist in the fight against Parthenium weed (Parthenium hysterophorus) as contract harvesters begin moving from infested areas of Queensland into New South Wales for the harvest of winter crops.

    Parthenium HysterophorusParthenium weed is regarded as one of the worst weeds in Australia because of its invasiveness, ability to spread and its potentially devastating economic, health and environmental impacts.

    Moree Plains Shire Council Senior Biosecurity Officer Ian Schwartz is asking growers to ensure they have documentation from NSW DPI Inspection Stations before contractors, who have been working in Queensland, begin work on New South Wales properties.

    “When viewing border crossing documentation, it is good practice for growers to note where contract machinery was working before crossing the border, and where it is going after the current job is completed.  If there is an outbreak of Parthenium weed, it will be easier and faster to track,” he said.

    On average, over 600 headers enter New South Wales from Queensland each year and almost all on-farm Parthenium Weed outbreaks have been associated with grain harvesting machinery.

    NSW Department of Primary Industry stations at Mungindi, Hebel, Talwood and Goondiwindi conduct clean down and inspections for Parthenium weed and these will be manned throughout the harvesting period where the threat from Parthenium weed passing into New South Wales is at its highest.

    Contractors should notify their nearest Inspection Stations 24 hours before their arrival to avoid delays.

    Council is today launching its Which Bin? Competition: an exciting competition to challenge local residents and encourage the correct disposal of recycling and organic waste in the Shire. The competition will see Cleanaway representatives inspecting the kerbside yellow and green bins of registered residents to see if recycling and organic waste have been placed in the correct bin.

    On average across the region, one in three truckloads of waste placed in recyclable bins is ending up in landfill because of contamination. The Which Bin? Competition coincides with National Recycling Week in November and serves as a timely reminder to residents of the importance of correct bin usage and waste disposal.

    “Placing the right waste, in the right bin, on the right day is the key to our 3 bin system.  Residents may not realise that incorrect use of their kerbside bins by quickly shoving a few items in their recycling or organic bin that shouldn’t be there, can result in a whole truckload of waste going to landfill due to the contamination caused by those items” outlined Council’s Waste Support Officer, Dayna Walker.

    “The sorting of recyclable and organic waste is done by hand – not machines – and contamination can often mean that our recycling efforts are being wasted.”

    To make residential waste disposal more convenient and to assist members of the community, Council has a FREE Waste App which is a great resource for all things waste-related in the Moree Plains.

    The app is available for download through the App Store or Google Play and contains a calendar to let you know which bin week it is, information on how items are to be disposed of, and details of Council’s waste facilities. The app makes figuring out what can be placed in each bin easy.

    To participate in the Which Bin? Competition, residents must register their property details in the “Which Bin? Competition Registration” via the Waste App. Registration is open from today.

    From next Monday 1 November, registered addresses will be randomly selected for inspection. If your address is selected, your green or yellow bin (depending on the week) must be put out for the kerbside collection on your usual collection day. Its contents will be inspected and if no contamination is found in your bin, then you will be our weekly winner and win a $250 Love Local gift card - it’s that simple! If contamination is detected, inspections will continue until staff find a registered residence with a bin free of contaminants.

    With a prize pool of $1,000, the competition will run for 4 weeks:

    • Week of Monday 1 November (organics – a green lid bin week)
    • Week of Monday 8 November (recycling – a yellow lid bin week)
    • Week of Monday 15 November (organics – a green lid bin week)

    “I encourage all residents to download the app and get involved in the competition,” said Waste Manager Tahra Sayers. “With Christmas coming up, a Love Local gift card is a great prize to support our local businesses that have been adversely affected by the COVID-19 pandemic and could be yours if you register and put the right waste in the right bin.

    “Meaningful waste management begins at home and residents can do their bit for the environment by using their bins correctly. This competition is a great way to encourage this,” said Mrs. Sayers.

    Mrs. Sayers invited residents to register to be part of the competition, “Registrations are now open via the Waste App using the form tab. This is the only way to enter this competition.

    “Once registered don’t forget to check what you are putting in your bin as contamination will lead to disqualification from the competition!” added Mrs. Sayers.

  • Latest Sewage Testing Result

    On Friday 22nd October 2021, Moree Plains Shire Council undertook another sewage test after the weekly sewage test results returned a positive result.
    Unfortunately this test has also returned a positive result. Council will now undertake daily sewage tests from this Tuesday 26 October.

    Moree Plains residents please get tested, practice all safe COVID procedures and if you have not been vaccinated please consider doing so immediately.

    This morning, Friday 22 October 2021 Moree’s most recent sewage test results have returned a positive reading for COVID-19 fragments. Council advises that the results of the positive detection reading came through at 8:15 am.

    Moree Mayor, Katrina Humphries, and General Manager, Lester Rodgers encourage people to go get tested and vaccinated.
    Additional sewage samples are being submitted for testing at Sydney Water. The results will be made available to the community once we are advised of the results.

    Testing at the Moree Gateway will recommence Monday 8.30am to 3.30pm.

Since the rollout of the first Reconciliation Action Plan in 2014, Council has seen a strong increase in Aboriginal and Torres Strait Islander employees within the Organisation.

    Some of the portfolio this role will manage includes libraries, pools, the Dhiiyaan Aboriginal Centre and Gwydir Day Care. Community group inclusion will be the highest priority.

    The new Director will be data-driven and have a strong financial skill set, including managing large and complex organisational budgets, legislative compliance, report, and long-term financial planning.

    A solid understanding of integrated planning and reporting, including how Council collaborates with external agencies to achieve outcomes, is also required.

    Council is looking for an advocate for growth and development who can help lead the direction Council is going in. Even when obstacles and changes are thrown their way, it’s important our new Director will adjust accordingly and influence the rest of Council to follow suit.

  • Carrigan Road is Open for Business

    The Carrigan Road Upgrade Project is complete and an opening ceremony for it was held last Thursday, October 7. The $14 million project, that sealed 56 km of gravel road, had been underway for the last three years and was made possible thanks to the NSW Government, Moree Plains Shire Council, and local industry.

    Council’s Acting Director of Engineering Alan Lawrance was happy with the project’s outcome.

    “Carrigan Road is the result of hard work and persistence. We’re proud of what’s been accomplished here and the upgrades will transform the way the district operates”, said Mr. Lawrance.

    “On average, Carrigan Road was closed for around 33 days per year due to flooding after moderate rainfall. The upgrade will improve access for production and education.”

    Carrigan Road (MR507) connects Boomi and Mungindi and is part of a large agricultural transport network. Part of the project’s aim was to provide a reliable transport corridor and safe, all-weather access to ag businesses in the area.

    Mr. Lawrance added, “It’s going to be good for emergency services as well. They’ll now be able to get people in and out of the area quicker and safer”.

    The Transport for NSW (TfNSW) provided a single $3.5 million grant in June 2018 to get the first 13 km of the project started.

    Carrigan Road3In January 2019, the NSW Government supplied another $10.5 million in funding to finish the upgrade. Council contributed a further $1,065,000 and local industry put in $155,000.

    In the past, Council had approached the Federal and State Governments with proposals asking for assistance.

    Local farmers and residents have pushed for a bitumen road since the 1990s. Because of the cost involved, it was a project Council could never fund alone. However, industry support for the road upgrade helped to secure the funding.

    Carrigan Road is the last rural road to be sealed in the Shire.

  • Mungindi Water Supply

    Council wishes to advise Mungindi residents that due to the town’s water network running at capacity, we are planning to supply untreated river water to the Mungindi Cemetery.

    This change in supply will not adversely affect the water network but has provided a solution to ease demand on the network.

    Council is also in the process of increasing the capacity of the current bore line to the Mungindi Water Treatment Plant and will be installing new cooling towers over the coming months as part of the strategy to drought-proof the town.

    The highly coveted Grand Jury Prize was awarded to Georgina Poole, for her photo of a community picnic on the completely parched Mehi River at Mary Brand Park, which the judges commended for uniquely epitomising the spirit and strength of the community, with strangers coming together to enjoy each other’s company, good food and local entertainment in a highly challenging time. Mrs. Poole received a $1,000 Love Local Gift Card for her impressive entry.

    Mayor Cr. Katrina Humphries thanked all the entrants and congratulated the winners, acknowledging that the event was possibly one of her last as Mayor of Moree Plains Shire Council.

    “I’ve had a wonderful time, and if this is my last event then thank you all so very much. I couldn’t think of a better place to have it. The future is looking brilliant for the Moree Plains.”

    “The last 13 years have been wonderful. There have been massive ups, very deep troughs, and huge peaks, but it has really been wonderful, and I’ve been very, very privileged to have been able to do it for 13 years.”

    The Hon. Adam Marshall MP, Minister for Agriculture and Western NSW was also in attendance and thanked the Mayor and Council for their support of the My Moree initiative.

    Minister Marshall went on to congratulate all the photographers that entered photos on their fantastic job of capturing the region, adding that the photos of the March floods provided some interesting diversity to the parched landscapes displayed in prior years.

    With a $1,000 Love Local Gift Card still up for grabs for the People’s Choice Prize, Bank Art Museum Moree’s Acting Director Kate Tuart reminded all attendees to have their say on the best photo by casting their vote.

    The 2021 My Moree Photography Exhibition is the culmination of the 2021 My Moree Photography Competition, which received more than 400 entries on Facebook, over 160 of which are on display at Bank Art Museum Moree (BAMM).

  • COVID-19 Safe Requirements from Monday - Pools and Libraries

    As New South Wales moves out of lockdown new Public Health Order requirements are coming into effect for unvaccinated people. 

    From Monday, 11 October 2021 in line with the NSW Public Health (COVID-19) General Order, only adults who are fully vaccinated, or unvaccinated children under the age of 16 who are accompanied by a fully vaccinated adult, from within their household, can attend the following premises:

    • Dhiiyaan Aboriginal Centre
    • Moree Community Library
    • Mungindi Community Library
    • Mungindi Pool

    Our staff is obliged to comply with these requirements, anyone who is unvaccinated is asked to respect these laws and our staff.  Library services are still available to our entire community via call and collect (Moree 6757 3374 and Mungindi 6753 2389).

  • Flood Recovery Progressing for Moree Plains Shire’s Roads

    2021 saw the Shire’s worst floods in nearly a decade. Council’s Flood Recovery effort has been considerable and ongoing ever since.

    Mr. Alan Lawrance, Acting Director of Engineering, said the clean-up and recovery response has been effective and consistent.

    “At the present time our team is prioritising recovery works and roads in order to meet the needs of the upcoming harvest”, said Mr. Lawrance.

    “Council’s Flood Recovery team have been busy inspecting, coordinating, and repairing damaged roads across the Shire.”

    “This is a big operation due to how large Moree Plains is. Our unsealed road network alone is over 2,000 km. Council thanks the community for their continued patience.”

    “The Flood Recovery Team are doing an amazing job, under the circumstances, bringing many of our Shire roads back to a safe driving condition”, said Mr. Lawrance.

    Together, the Federal and State Governments have provided emergency relief money, through the Disaster Recovery Funding Arrangements program, this has greatly helped with our recovery effort. The process is ongoing, and Council is providing funding where possible while working with Transport for NSW to explore other options.

    In late March, significant heavy rainfall led to the Mehi and Gwydir Rivers bursting their banks. Parts of Moree township were inundated by water and over 150 houses and businesses were damaged as a result. Other areas of the Shire were also hit extremely hard with villages and many remote properties being completely cut off for the flooding period.

    The Shire’s complete flood recovery is expected to take up to two years to finish.

    “Roads are essential to everyday life and we will make sure our Shire recovers”, added Mr. Lawrance.

    Job seekers are being urged to consider a move west of the Great Dividing Range to Moree, as part of the newly launched Regional Activators Alliance.

    The Regional Activators Alliance (RAA) was launched this week by Deputy Prime Minister the Hon. Michael McCormack and is made up of 36 representative organisations from across the country, including local councils, economic development groups and industry representatives. In his announcement of a new national awareness campaign, Deputy Prime Minister Michael McCormack urged Australians to keep the regions in mind, saying that "now is the time to make the move".

    Blue Tree Volunteer DayThe Moree Plains Shire community is invited to attend the community paint day for Moree’s Blue Tree this Saturday 24 October from 11 am.

    The Blue Tree is a symbol used to raise awareness and start meaningful conversations about mental health, where to receive support and how to support a person struggling with a mental illness.

    Council’s Director of Planning and Community Development, Angus Witherby highlights, “The day is made for the whole Moree Plains community, join us on the day to spread paint and have a meaningful discussion about mental health, learn about local mental health services and where to get support.

  • Building the Team for Moree's Bright Future

    Mark Connolly left and Daniel Boyce right reviewing SAP draft plansjpgWe are delighted to welcome back Daniel Boyce who returns to the Moree Plains Shire Council as Executive Planner supporting our Regional Activation Unit.

    Daniel joins some familiar faces in our Regional Activation team, which is led by Mark Connolly.

    Mark is a well-known member of the Moree Plains Shire Council team as Council’s Economic and Community Development Manager. Mark was instrumental in Moree’s selection by the NSW Government to be investigated for a Special Activation Precinct and has had a long-term involvement with the Melbourne to Brisbane Inland Rail project on behalf of Council. Mark is uniquely placed to bring a local understanding of the economic drivers of the Moree Plains’ economy to ensure the Moree Special Activation Precinct will create long-term job opportunities and attract investors.

    The Regional Activation Unit, located on the Ground Floor of the Max Centre, is also joined by Laura Colley and Julie Morrison both of whom have strong connections to the local farming community. As Business Coordinator Laura combines a background in our Economic Development team with a wealth of knowledge and relationships in the agricultural sector, making her a key member of Council’s Regional Activation Unit.  

  • A Change Of Scenery For 2020 Book Week Storytime In The Park

    On Friday next week, Big Sky Libraries is inviting children and their families to Storytime in Apex Park to celebrate Book Week 2020!

    Children are encouraged to dress-up as their favourite character from a book fitting with this year’s theme, ‘curious creatures, wild minds’.

    Big Sky Libraries Manager, Sally Walters has articulated the library’s excitement for this year’s Book Week.

  • Free Little Athletics Program Kicking Off Boggabilla and Toomelah

    Moree Plains Shire Council in partnership with the Local Drug Actions Team (LDAT) will be running a free little athletics program for children aged 7 – 17 years’ old from Boggabilla and Toomelah.

    The free program aims to encourage children and teenagers to enjoy some fun physical activity while educating them and the whole family on the impacts of using drugs and alcohol through stakeholder led workshops.

    Council’s Director of Planning and Community Development, Angus Witherby, has explained that the program is a great opportunity for children who do not usually have access to organised sporting activities.

    “The program is for the whole family. While the children are enjoying themselves, parents will be encouraged to learn about little athletics and to volunteer for the various roles needed to run the event. Everyone will also be able to take part in the stakeholder sessions.

    “By participating in the program, the parents and children will become aware of a potential support network as they meet other people in their community, drug and alcohol agencies and supportive community groups.

    “The program will run for six weeks with a carnival scheduled for early December. The children will not only be able to work on their athletic skills but will also have the opportunity to win $200 worth of vouchers each session”, explained Mr Witherby.

    The program will begin Wednesday, 21 October 2020 at 4pm Queensland time at Boggabilla Oval and continues each Wednesday for six weeks. Children will be able to learn skills in track and field events, record their times and compete against their own results each week.

    Children from Toomelah will be provided with a bus service to and from the program each Wednesday. Catering will be provided each session.

  • NSW Small Business Month

    October marks the first day of NSW Small Business Month, and we'd like to take the opportunity to not only say thank you to the wonderful small businesses of the Moree Plains, but also to the locals that support them. Small businesses are vital to our region, by far the largest employers of our local people, the driving force of our economy, and the welcoming faces and characters that greet us in the shops in our main streets. This month, please take the time to say thanks to the business owners of the Plains. It's been a tough few years for many of them, but we know that brighter, more prosperous days are on the horizon.

     

     

  • Jellicoe Park Markets

    Moree Plains Shire Council and operators of the Jellicoe Park Markets (the 1st Moree Scout Group) are working on a COVID-19 Safe Plan to enable the Jellicoe Park Markets to re-open in the near future.

    Director of Planning and Community Development, Angus Witherby, has explained the process involved to getting the markets back up and running.

    “There are a number of hurdles to overcome before the markets can return,” said Mr Witherby.

  • Alcohol Free Zones Re-Established

    Alcohol Free Zones (Zones) have been re-established in Moree, Boggabilla and Mungindi following a resolution passed by Council and signage replaced advising of the zones.

    The Zones have been re-established within 300 metres of outlets supplying alcohol in Boggabilla and Mungindi and within 500 metres in Moree.
